Five-year blueprint sends encouraging signal for Global South: Bosnian envoy

China's next stage of development, outlined in its policy planning blueprint, sends an encouraging signal not only for bilateral cooperation but also for the Global South seeking sustainable growth, said Bosnia and Herzegovina's ambassador to China.

Describing China's latest five-year blueprint as "very forward-looking", Sinisa Berjan said: "It is not only about economic expansion, but also about very balanced and people-centered development."

Its core focus on inclusivity, sustainability, and innovation, he said, sends a "very strong message" to the international community, particularly Global South nations.

"It is a model that we can follow," he told China Daily. "We see real opportunities for cooperation with China in different areas such as renewable energy, digital infrastructure and agriculture, where China has a lot of experience and can help us to move forward much faster."

The outline of the 15th Five-Year Plan (2026-30) for national economic and social development was adopted last week at the closing meeting of the fourth session of the 14th National People's Congress.

China's rapid modernization, balanced with deep cultural traditions, has left a strong impression, said the ambassador, who arrived in China two years ago.

From his perspective, the "speed of modernization", exemplified by smart cities and high-speed trains, exists harmoniously alongside a "deep respect for culture, for history and for family".

He also applauded China's development vision, which has implications for global governance. International relations should be guided by dialogue and cooperation rather than unilateral decision-making, he said. "The world should be guided by dialogue and mutual respect, not by dominance or unilateral actions."

In this context, he expressed support for China's proposals aimed at strengthening multilateral cooperation, including the concept of building a community with a shared future for humanity.

Initiatives such as the Global Development Initiative and the Global Governance Initiative, he said, have received backing from many countries as they emphasize inclusiveness, cooperation and shared responsibility in addressing global challenges.

Cornerstone of relations

Against this backdrop, economic cooperation has emerged as the cornerstone of bilateral relations.

The ambassador characterized his home country as a "gateway" for Chinese companies going global, as it understands European quality standards and regulations, while also possessing an understanding of Chinese market dynamics.

Bosnia and Herzegovina joined the cooperation mechanisms between China and Central and Eastern European countries early on. Chinese companies have since become involved in a range of projects in road infrastructure, energy facilities and telecommunication networks.

The Stanari Thermal Power Plant, the first project in the region to utilize a loan from the China Development Bank, is a "perfect example" of cross-regional cooperation, the ambassador said.

He also pointed to the Sveti Apostol Luka hospital in Doboj, which opened in 2024, spanning 28,000 square meters and offering 450 beds, as evidence of deepening ties.

"The Belt and Road Initiative has brought tangible benefits to our region by modernizing roads and local infrastructure," he said.

He called for further investment in metal processing, the wood industry and renewable energy, where China's "great products" and "new technologies" could help address local issues.

Berjan reiterated that the bilateral relationship is "not one-way direction". Since 2018, the two countries have maintained a visa-free travel arrangement, making tourism and business exchanges easier.

Through "working together in a spirit of harmony", the ambassador said he remains confident that the partnership will continue to yield fruitful results in the years ahead, building on the momentum of the 30th anniversary of diplomatic ties celebrated last year.
