China's draft law clarifies beneficiaries of social assistance
BEIJING -- China has clarified the beneficiaries of social assistance, which is comprised of individuals in nine categories, including families living on subsistence allowances, according to a draft law unveiled by authorities on Monday to invite public opinion.
People entitled to social assistance also include low-income families, disaster-hit residents, vagrants and beggars having no means of making a living, personnel who are temporarily in difficult situations and need support, and those who need emergency treatment but are unable to afford it, says the draft.
The draft stipulates that citizens, legal persons, and other sectors of the society are encouraged to deliver social assistance through donations, setting up support projects and service agencies, or providing voluntary services, according to the draft.
