Putin: Medvedev to head party in Duma vote

MOSCOW - Russian Prime Minister Vladimir Putin proposed on Saturday that President Dmitry Medvedev should occupy the top spot on his ruling United Russia party's list of candidates for the Dec. 4 parliamentary election.
In a brief speech to a meeting of his United Russia party, Putin did not say which of them would run in the presidential election next March.
