SEOUL - Seoul proposed Monday a working-level meeting with the Democratic People's Republic of Korea (DPRK) for talks over suspended tours to a scenic mountain north of the border.

Seoul's unification ministry, which oversees inter-Korean relations, said it proposed the two Koreas meet on Friday at the Mount Kumgang resort on the DPRK's east coast.

The meeting, if held, would be the inter-Korean meeting focused on troubled cross-border programs since February last year.

It would also come after two recent unfruitful meetings involving South Korean businessmen whose properties at the resort was unilaterally seized by the DPRK authorities, angered by what they see as Seoul's reluctance to resume once-lucrative tours.

South Korea suspended tours to Kumgang in 2008 after a shooting death of a South Korean female tourist there, demanding safety guarantees and a proper investigation into the incident. The DPRK say it has done enough to meet the demands.
