The impetus for the collaborative development of Beijing and neighboring Tianjin municipality and Hebei province is to solve the problems Beijing faces, such as overpopulation, traffic congestion, high house prices, environmental deterioration and the shortage of resources. It requires adjusting and optimizing the urban planning and the utilization of the spatial structure, building a modern traffic network system, protecting the environment and ecological systems by promoting industrial transfer and upgrading, propelling construction and the sharing of public services, and accelerating the process of market integration in order to achieve a new synergy. The target is to establish a new collaborative development pattern of mutual benefit.

The three regions have great strategic significance politically and economically, and a population of more than 100 million people. But the three regions face great challenges such as environmental deterioration, an outdated industrial structure and unbalanced regional development. The collaborative development of Beijing, Tianjin and Hebei province is an innovative part of the national development strategy and it will set a good example for the healthy urban and rural development of other regions in China.
