An article in People's Daily looked at why construction sites have high fatality rates during natural disasters (excerpts below).

On July 9, several wooden houses collapsed after heavy rain hit a construction site in Shouyang, Shanxi province. Twelve people died while 7 others were injured.

Construction sites are especially prone to accidents.

Of course there are many reasons why deaths may be higher on these sites. Temporary housing is by its nature fragile. Loose equipment may be on site and roads are not finished to transport large numbers of people in or out quickly.

But all too often we see cases where migrant workers are not properly cared for, especially in terms of facilities. This is a situation that must stop.
