Liu Haiquan was born in October 1964 in Zhucheng, Shandong province. He studied industrial economy at Renmin University of China and has a PhD in economics. Liu began his work in July 1987 and joined the Communist Party of China in November 1994. He is now a member of the Supreme People's Court Party Leadership Group.
