Liu Xiaokai, male, Miao ethnic group, was born in 1962, in Taijiang county, Guizhou province. He started to work in 1983 and joined the CPC in 1985.

 

He served in the Qiandongnan Miao and Dong Autonomous Prefecture of Guizhou province from 1997 to 2006. In 2008, he became vice-governor of Guizhou province.
