The State Tourism Administration said it will support duty-free shopping in Pingtan, where overseas tourists can get tax rebates on departure.
Pingtan came up with a new policy, on March 17 that allows entrepreneurs to apply for a business license without having arranged a location for the business.
Authorities in Pingtan have started to issue a new version of business licenses to ease the registration procedure for companies.
