All cities in Fujian will cancel restrictions on issuing hukou, or permanent residency permits, to college graduates, according to a guideline issued by provincial authorities.

The guideline orders local governments to create as much convenience as possible for graduates.

Fujian will assist 30,000 college graduates in their startups and build 50 business incubators across the province over the next three years. It will allocate a 5-million-yuan fund every year to sponsor dozens of entrepreneurship programs by graduates, according to the guideline.

Graduate-turned entrepreneurs will also enjoy other policies such as subsidies for their petty loans and various tax deductions.
