'Oh my poor dog,' bemoans P.J. Ralph Tuesday, Aug. 30, 2005 in Biloxi, Miss., as she surveys damage to what remains of the Quietwater Beach Apartments complex. Authorities believe at least 30 people lost their lives in the complex when Hurricane Katrina made landfall Monday.
