Member of the Drafting Committee for the Basic Law of Hong Kong Special Administrative Region (SAR); vice-chairman of the Preliminary Working Committee of Preparatory Committee of the Hong Kong SAR; vice-chairman of the Preparatory Committee of Hong Kong SAR.

Vice-chairman of CPPCC National Committee since March 1993.

Standing Committee member of 5th and 6th CPPCC National Committee and vice-chairman of 8th and 9th CPPCC National Committee.
