Can the Chinese eventually enjoy a standard of living comparable to developed nations while discharging less greenhouse gases?

The answer is "yes" - but it comes with a hefty price tag.

According to a National Development and Reform Commission (NDRC) research panel, the goal is achievable provided the country spends an extra 1 trillion yuan ($146 billion) every year to raise energy efficiency.
