Guyuan plans more public kindergartens

More investment is planned in Guyuan to increase the number of public kindergartens to cater to migrant children's needs, said a delegate of National People's Congress.

"Around 50 percent of three to six years old attend kindergarten in Guyuan city, a figure that is lower than the State standard," said Ma Hancheng, a delegate of NPC and mayor of Guyuan city, Ningxia Hui autonomous region.

Many in Guyuan, a region that has high poverty rate, work outside of their hometown as migrant workers.

However, their children are left at home with grandparents, who prefer to raise them by themselves to save money as they cannot afford private kindergartens.

To tackle the problem, Guyuan has increased investments in building public kindergartens.

"We have also increased subsidies to encourage children to attend public kindergartens to ease migrant parents' concerns," the mayor said.

He has also set a goal to allow 70 percent of children to receive early childhood education by 2020.

Premier Li Keqiang said in 2015's work report on March 5 that the country will strengthen preschool education.
