An eight-meter wide and four-meter thick icicle hangs from a seventh floor apartment balcony after the owner left the tap running in Jilin city, Northeast China's Jilin province on April 13, 2013. The apartment's owner was afraid the tap water would become frozen and congested in the pipe after heating to the building was cut off as most residents had been relocated.
