China National Petroleum Corporation (CNPC), one of China's three largest oil and gas monopolies, is planning to expand its refinery capacity in Lanzhou to 20 million tons a year in the 2006-2010 period, according to the Chinese-language 21st Century Business Herald.

To date, China has only two oil refinery bases with comparable annual capacities. One is in the northeastern city of Dalian, owned by CNPC and the other is in the eastern city of Ningbo, owned by Sinopec, another Chinese oil corporation.

Xuan Changwei, general manager of the CNPC Lanzhou branch, reportedly said that China's western regions also need a major oil refinery with 20-million-ton capacity.

CNPC Lanzhou is now the largest refinery in western China. The company's crude oil refining capacity stood at 10.5 million tons in 2007, and its 2008 operating income is expected to reach 60 billion yuan ($8.76 billion).
