On March 14, 2004, the Second Session of the Tenth National People's Congress examined and adopted the Fourth Amendment to the Constitution, in which, "citizen's legitimate private property is inviolable" and "the state respects and protects human rights" were formally included.

It adapted to the objective need of the protection of private property, expanded the scope of the protection of private property, and further improved the system.
