Report puts emphasis on constructing modern industrial system
The Government Work Report for this year prioritizes vigorously advancing the construction of a modern industrial system and accelerating the development of new quality productive forces as the primary task, said Eliza Chan, a CPPCC National Committee member from the Hong Kong Special Administrative Region.
It emphasizes "driving industrial innovation through technological innovation" and "actively cultivating emerging and future industries".
Regarding industrial cultivation, the report provides specific industry guidance while pointing out the need to "strengthen the overall layout and investment guidance for key industries to prevent overcapacity and low-level redundant construction," she said.
Chan said some cities still undergo "homogenization" and inefficient competition in the development of emerging and future industries. In response, effective measures should be taken to promote differentiation and specialization in mainland cities' technological innovation industries, and to develop synergy in building a scientific and technological powerhouse.
For instance, top-level design can be strengthened to promote industrial division and collaboration. Relevant national departments can unify guidelines for coordinated industrial development and specify key industry segments and crucial links in the industrial chain for different cities, according to her.
Simultaneously, the government can guide cross-regional industrial cooperation and establish a mechanism for sharing achievements, she said.
Chan suggested that in the Beijing-Tianjin-Hebei, Yangtze River Delta, Greater Bay Area and other regions, industrial coordinated development organizations can be set up under the leading group for urban integration construction, to explore the establishment of a cross-regional economic accounting mechanism at the provincial and municipal levels, and establish a cross-regional tax sharing, outcome sharing model and investment coordination mechanism.
This approach will promote free flow and efficient allocation of production factors, she said.
